At the start of the year, economic operators and individuals involved in publishing official documents need to be aware of an important change: as of 2026, the fees for publishing documents in Romania’s Official Gazette have increased, following a recent decision by the Chamber of Deputies. These changes can directly impact administrative costs for businesses and other entities that are required to publish certain acts in the Gazette.
In this article, we’ll explain what the Official Gazette is, why it matters, what the new fees are, and how they can affect you. At the end, we’ll show you why it’s a smart move to work with a specialist when publishing official documents.
What is the Official Gazette?
The Official Gazette of Romania is the state’s official publication, where laws, government decisions, court rulings, reports, and other legally required documents are published. Publication in the Gazette is mandatory for these acts to become official and binding to the public.
The Gazette is divided into several parts, each corresponding to a different type of document:
-
Part I: Laws, decrees, government decisions, Constitutional Court rulings, etc.
-
Parts II–VII: Administrative, commercial, and judicial documents, such as court decisions, lost document notices, activity reports, business-related changes, collective labor agreements, and more.
What Changed in 2026?
According to Decision no. 1/2026 of the Chamber of Deputies, the fees for publishing documents in the Official Gazette have been increased. These replace the previous levels established in 2025 and apply from the beginning of 2026.
Here are some examples of the updated fees:
-
Part I: 182 RON per manuscript page
-
Part I (Hungarian version): 208 RON per manuscript page
-
Part II: 182 RON per page
-
Part III (e.g., court rulings): 152 RON per manuscript page
-
Parts IV–VII (e.g., company documents, public notices): 152 RON per manuscript page
💡 All prices include VAT.
What Does This Mean for a Company?
Companies that are required to publish in the Official Gazette (e.g., changes to the articles of incorporation, capital increases, dissolution, lost documents, required reports) will now face higher costs for each page published.
A Practical Example:
A company planning to increase its share capital and preparing a two-page amendment to its articles of incorporation will now pay 304 RON (152 RON x 2) just for publication. If additional documents (such as shareholder decisions or administrator reports) are also required, the total cost will rise further.
Are There Any Exemptions?
Yes. Individuals are no longer required to pay for publication in the Official Gazette in certain cases:
-
Lost personal documents (ID, birth certificate, etc.)
-
Name changes
This exemption is welcome, especially given the personal and non-commercial nature of these documents.
Why Are These Fees Important?
For business owners and professionals, the new fees mean:
-
Increased administrative expenses for formal business changes;
-
A need to budget for these costs in advance, especially for small businesses or NGOs that need to publish frequently;
-
Risks of delay – postponing publication due to cost can lead to legal issues or slow down critical decisions.
Our Recommendation
Given the updated fees and the increasingly complex bureaucracy, it’s wise to work with a professional who understands the process of drafting and publishing documents in the Official Gazette.
